The Republic of Tajikistan has received a Grant from the Asian Development Bank towards the financing of the Water Resources Management in Pyanj River Basin Project (Additional Financing). The project impact is improved climate resilience of agriculture and water resources sectors. The outcome of the overall project will be increased agricultural productivity and efficiency of forecasting services in the Pyanj River Basin (PRB).

The project implementation support will consist of international and national consultants and will be stationed in Dushanbe, within the Project Implementation Group providing support in the effective implementation of the two outputs, - Output 1 (Water resources in PRB better managed), This output has three components and consultant will work under component (iii) Institutional development and capacity building for Hydromet (additional financing). Design and supervision services will be engaged for detailed design and system integration, preparation of bidding documents for the modernization of Hydromet’s new operations center. The project will modernize and fit out the currently unfinished office tower and Hydromet headquarters will be relocated to this secure and modernized building.

The purpose of Output 3 (Farm management capacity and water use skill improved) is to improve the farm management techniques and water use skill in the CIS command area to increase agricultural productivity, profitability, and use of improved weather information products in the PRB. There are four components under the output and consultant will work under component (iv) Marketing of fee-based information products by Hydromet (additional financing)

The project will support the provision of additional specialty fee-based information products to supplement Hydromet’s free-of-charge core public service outputs. Such products would seek primarily to provide value addition to profit-making enterprise, and may include historical datasets, focused daily or weekly forecasts, location- or sector-specific weather alerts, on a one-time or subscription basis.

The project management support will provide assistance to the project management including:

(i)     Assist in coordinating all matters related to project implementation with relevant authorities of the government, the local administration, ADB, and other organizations;

(ii)    Develop and provide on-the-job training for the PIG on implementing ADB guidelines and procedures, efficient project implementation and scheduling techniques;

(iii)   Assist in programming project activities, periodically estimating the financial requirements for these activities and the release of funds on time;

(iv)   Review the feasibility level studies and designs (including structural audits) prepared under project preparation and where necessary revise or elaborate to incorporate any newly introduced operational procedures, changes in the design of the project works and additional data that may have become available after the preparation of the original documents;

(v)    Assist in coordination with other agencies concerned to ensure that procurement of works, goods, and services follow ADB’s guidelines and procedures, and that all steps are taken expeditiously and in a transparent manner;

(vi)   Familiarize and train PIG staff on project financial management requirements, including ADB guidelines and procedures on disbursement;

(vii)  Assist in ensuring that the financial management and accounting standards for the project meet ADB’s requirements and that the withdrawal applications sent to ADB are complete, accurate and are sent on a timely basis;

(viii) Ensure that all periodic reports are prepared systematically, submitted on time, reflect the real picture of project implementation; that major issues relating to project implementation are brought to the attention of the concerned parties and the necessary remedial measures are implemented; and

(ix)  Assist in maintaining detailed financial accounts and other project records and prepare other documentation as may be required by the PIG Director or ADB.

 

The service of the consulting firm under the contract is estimated at 42 person-months of international consultants and 156 person-months of national consultant with recommendation for a period of 6 years.

The terms of references are prepared on a performance (output) basis, and thus proposing firms will determine the number and the nature of experts they will require to achieve assignment tasks and deliverables, in accordance with their proposed approach and methodology. However, Hydromet requires a minimum number of key experts, including a Team Leader and Deputy Team Leader.

Institutional Development Specialist international and national specialists will be Team Leader and Deputy Team Leader respectively.

The Executing Agency, which is Agency for Hydrometeorology of Tajikistan, invites consultancy firms to submit their Expressions of Interest (EOI) for providing the afore mentioned services. Interested consultancy firms must provide information indicating their qualifications to perform the services, a description of similar assignments undertaken, experience in performing such services, availability of appropriate skills among staff and any relevant documents in support of attainments. 

The EOIs received will be evaluated and short-listed as per ADB guidelines. The short-listed consultants will be supplied with a Request for Proposal Documents (RFP), including Terms of Reference, and given adequate opportunity to submit proposals.

Quality and Cost Based Selection method will be conducted for selection of consultants in accordance with the described in ADB’s Guidelines on Use of Consultants by ADB and Its Borrowers  available on
