Terms of Reference for Deputy Project Director
A. Background
The Government of Tajikistan will receive a $3.00 million grant from the Japan Fund for Prosperous and Resilient Asia and the Pacific (JFPR) for the implementation of the “Managing Glacier Loss and Water Security Project”. The project will improve Tajikistan’s resilience to glacial loss melt and reduce the vulnerability of natural and social systems to cryosphere glacier-related risks.
The project will have three outputs:
(i) Digital systems for cryosphere and hazard warning established;
(ii) Capacity of staff for cryosphere end-to-end unified data observation, management, and analytical system strengthened; and
(iii) Community-focused early warning system for cryosphere hazards improved.
This output will be financed by the attached technical assistance grant.
The project will be implemented by the Agency for Hydrometeorology of the Committee on Environmental Protection under the Government of the Republic of Tajikistan (Hydromet).
A project implementation group (PIG) will be created under the supervision of the Hydromet. The PIG will be responsible for the overall project implementation, including management, procurement, day-to-day administration, monitoring and reporting.
The estimated implementation period of the project will be 3 years from January 2026 to December 2028.
B. Objective of the Assignment
The main responsibility of the Deputy Project Director is to support the Project Director in the supervision and provision of overall direction to the management and implementation of the project.
C. Responsibilities and Scope of Work
Her/his activities are expected to include but are not limited to the following:
(a) Lead the preparation of the inventory, technical requirements and procurement of equipment for modernization of field observation infrastructure, ensuring standardization to the extent possible, and including provisions for operation and maintenance;
(b) Prepare detailed specifications for equipment, civil works, services, and software and support identification of vendors;
(c) Lead the development of technical specifications for the procurement of hardware and software required for the establishment of an advanced end-to-end field-based observations, data management, and analytical system for cryosphere monitoring and hazard forecasting;
(d) Lead the installation and operationalization of the unified end-to-end system for Hydromet, including the selection of service provider;
(e) Support the formulation of standard operational procedures for Hydromet to adopt and mainstream the new advanced system and technologies;
(f) Coordinate the assessment of Hydromet’s organizational constraints, capacity and knowledge gaps; and support the design a comprehensive training program to be delivered by a specialized sub-consulting firm;
(g) Facilitate Hydromet’s engagement and interaction with regional centers of excellence in Japan and Europe; and
(h) Participate in the evaluation of technical proposals submitted by potential suppliers, service providers and sub-consultants.
D. Reporting
The Deputy Project Director will report to the Project Director. He/she will work closely with the project team, and the consultants. He/she will submit reports on a monthly basis in a format acceptable to the Project in Tajik language.
E. Minimum Qualification Requirements
(a) At least a Bachelor’s degree, preferably Master’s degree in Management, Economics, Engineering or related field;
(b) At least 8 years of experience in the related field;
(c) At least 5 years of experience in the same capacity in an externally funded projects will be given preference (e.g., financed by ADB, World Bank, and other international financial institutions funded projects);
(d) Fluency in written and spoken Tajik, Russian, and English is required;
(e) Knowledge of the norms of legislation in the required area, the basic principles of organization of processes and personnel management; and
(f) Proficient in the use of computers and other office equipment.
F. Place of Work
The Deputy Project Director will be based in the PIG office in Dushanbe. She/he will travel within Tajikistan, as needed.
G. Duration of Assignment
It is expected that the Deputy Project Director will commence to perform the assignment on May __, 2026. The contract will be signed for one year, with the possibility of extension. This assignment is renewable annually based on the specialist’s performance and project needs.
H. Payment Terms
Salary is established according to the staffing schedule of the Project under the Hydromet at the established rate in accordance with the Decree of the Government of the Republic of Tajikistan dated July 1, 2025 No. 386.
