The Government of Tajikistan will receive a $3.00 million grant from the Japan Fund for Prosperous and Resilient Asia and the Pacific (JFPR) for the implementation of the “Managing Glacier Loss and Water Security Project”. The project will improve Tajikistan’s resilience to glacial loss melt and reduce the vulnerability of natural and social systems to cryosphere glacier-related risks.
The project will have three outputs:
(i) Digital systems for cryosphere and hazard warning established;
(ii) Capacity of staff for cryosphere end-to-end unified data observation, management, and analytical system strengthened; and
(iii) Community-focused early warning system for cryosphere hazards improved. This output will be financed by the attached technical assistance grant.
The project will be implemented by the Agency for Hydrometeorology of the Committee on Environmental Protection under the Government of the Republic of Tajikistan (Hydromet).
A project implementation group (PIG) will be created under the supervision of the Hydromet. The PIG will be responsible for the overall project implementation, including management, procurement, day-to-day administration, monitoring and reporting.
The estimated implementation period of the project will be 3 years from January 2026 to January 2029.
In this regard, the Executing Agency invites the qualified specialists to participate in the competition for the vacant positions, namely:

Minimum Qualification Requirements for candidates are as follows:
Project Director
1. At least a Bachelor’s degree, preferably Master’s degree in Management, Economics, Law or related field;
2. At least 8 years of experience in the related field;
3. At least 5 years of experience in the same capacity in an externally funded projects will be given preference (e.g., financed by ADB, WB, and other international financial institutions funded projects);
4. Fluency in written and spoken Tajik, Russian, and English is an advantage;
5. Knowledge of the norms of legislation in the required area, the basic principles of organization of processes and personnel management;
6. Personnel management skills; and
7. Proficient in the use of computers and other office equipment.
Deputy Project Director
1. At least a Bachelor’s degree, preferably Master’s degree in Management, Economics, Engineering or related field;
2. At least 8 years of experience in the related field;
3. At least 5 years of experience in the same capacity in an externally funded projects will be given preference (e.g., financed by ADB, World Bank, and other international financial institutions funded projects);
4. Fluency in written and spoken Tajik, Russian, and English is required;
5. Knowledge of the norms of legislation in the required area, the basic principles of organization of processes and personnel management; and
6. Proficient in the use of computers and other office equipment.
Financial Management Specialist
1. At least a Master’s Degree or equivalent in accounting, finance, or economics;
2. At least 8 years of professional experience in accounting/financial management;
3 At least 5 years of experience in financial management capacity in projects financed by international financial institutions (e.g. WB, ADB, EBRD);
4. Good knowledge of the financial management and disbursement procedures of the ADB;
5. Good understanding of the International Financial Reporting Standards and International Public Sector Accounting Standards;
6. Knowledge of Tajik accounting and tax legislation;
7. Knowledge and experience of working with accounting software 1-C Enterprise; and
8. Fluency in spoken and written Russian, Tajik and English languages.
Procurement Specialist
1. A Bachelor’s degree, preferably Master’s degree in engineering, economics, business administration, law or related fields is required;
2. At least 8 years of experience as a procurement specialist in a public or private sector institution;
3. At least 5 years working in procurement related function under the ADB, WB, EBRD or other IFIs financed projects;
4. Good knowledge of ADB procurement guidelines is required;
5. Experience in processing contracts (subject to international competition under ADB procedures) in supply of goods and consultancy services is preferable;
6. Knowledge of public procurement procedures of Tajikistan;
7. Excellent working knowledge of relevant IT tools (MS Word and Excel); and
8. Fluency in written and spoken Tajik, Russian, and English is required.
Monitoring and Evaluation Specialist
1. At least a Bachelor’s degree, preferably Master’s degree in economics, business administration, management, or a related field;
2. At least 5 years of experience in the same capacity as a monitoring and evaluation specialist for international financial institutions funded projects;
3. Relevant work experience in water resources and agriculture sectors will be an advantage;
4. Analysis and reporting of monitoring and evaluation results and development of its recommendations;
5. Excellent working knowledge of relevant IT tools (MS Word, Excel and PowerPoint); and
6. Fluency in written and spoken Tajik and Russian; Good knowledge of English.
Gender Specialist
1. A Bachelor’s degree, preferably Master’s degree in Social Science, Public Administration, Law or related fields;
2. At least 5 years of experience in the related field;
3. At least 3 years of professional experience in projects financed by ADB, World Bank, or other international financial institutions;
4. Fluency in written and spoken Tajik and Russian;
5. Knowledge of gender issues in the agricultural sector;
6. Professional user of PC and office equipment; and
7. Good oral and written communication skills.
Disbursement Specialist
1. At least a Bachelor’s degree in accounting, finance, or economics;
2. At least 5 years of professional experience in accounting or disbursement;
3. At least 3 years of experience in disbursement in projects financed by international financial institutions (e.g., ADB, WB, EBRD);
4. Knowledge of Tajik accounting and tax legislation;
5. Knowledge and experience of working with accounting software 1-C Enterprise;
6. Excellent working knowledge of relevant IT tools (MS Word and Excel); and
7. Fluency in spoken and written Russian and Tajik languages and the knowledge of English language will be an advantage.
IT Specialist
1. Higher education in computer science, mathematics or related field;
2. At least 5 years of experience in the ICT field in government or international organizations;
3. Experience in Hydro-meteorological and glaciological modernization units;
4. Working knowledge of database administration and maintenance; and
5. Fluency in Tajik and English languages, Russian is encouraged.
Administrator
1. Higher education in the field of economics, management, business administration or a subject related to the fields of the project management;
2. At least 3 (three) years of experience in the field of administration, organization events, or relevant field in implementation of projects;
3. At least 5 (five) years of work experience in IFIs financed projects;
4. Fluency in written and spoken Tajik and Russian languages and the knowledge of English language will be an advantage; and
5. A confident user of MS Office, MS Word, MS Excel, PowerPoint, Internet E-mail etc.
Translator
1. A Bachelor’s degree, preferably Master’s degree in a relevant field;
2. At least 5 years of experience in the translation field;
3. At least 2 years of professional experience in projects financed by international financial institutions;
4. Fluency in written and spoken Tajik, Russian, and English is required;
5. Excellent translation/interpretation, writing and communication skills; and
6. Demonstrated proficiency with MS Office programs and applications including Word, Excel, Outlook, and PowerPoint.
Driver
1. Driving license (category B, C);
2. Driving experience at least 3 years;
3. Good knowledge of the roads of Tajikistan;
4. Fluency in written and spoken Tajik and Russian languages and the knowledge of English language will be an advantage; and
5. Good communication skills and ability to work in a team.
