REQUEST FOR EXPRESSIONS OF INTEREST

Agency for Hydrometeorology under the Committee of Environmental Protection under the Government of the Republic of Tajikistan received an Additional Financing for the Central Asia Hydrometeorology Modernization Project (AF CAHMP), Grant D3620-TJ, and intends to use part of these funds for the services of the Consulting services for development of technical design and specifications of hydro meteorological equipment during implementation of CAHMP.

The consulting services (“the Services”) include development of technical specifications and technical documentation for implementation of a number of activities under Sub-Component C.2, effective expert support in implementation of these activities to achieve PDO with high quality and on time, as well as training of TajikHydromet staff in hydrometeorological system design and drafting of technical specifications. The maximum duration of the assignment will be 18 months, and the Consultant’s total labor will be about 15 person/months.

The Agency for Hydrometeorology of the Committee for Environmental Protection under the Government of the Republic of Tajikistan, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.

Eligible Interested Consultants must provide information indicating that they are qualified to participate in providing the services mentioned above (brochures, description of similar assignments, description of experience in similar conditions, availability of appropriate skills among staff). Consultants may associate with other consulting firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. All the members of the joint venture shall be jointly and severally liable for the entire assignment. 

The shortlisting criteria are:

General experience of the firm in the area of consulting services, at least 10 years.

At least 2 of similar assignments completed by the firm.

Experience in the projects financed by the international donor organizations such as ADB, World Bank (at least 2 projects),

Regional experience in implementation of the projects in CIS countries.

The attention of interested Consultants is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's” Procurement Regulations for IPF Borrowers, July 2016 and updated in August 2018,” setting forth the World Bank's policy on conflict of interest.

A Consultant will be selected in accordance with the CQS (Consultant Qualification Selection) method set out in the Procurement Regulation.
