1. The Republic of Tajikistan has applied for financing from the Asian Development Bank (ADB) toward the cost of Managing Glaciers Loss and Water Security Project, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The Agency for Hydrometeorology of the Committee for Environmental Protection under the Government of the Republic of Tajikistan (“the Purchaser”) invites sealed bids from eligible Bidders for the supply of Survey and measuring equipment:

The delivery period is 60 days after the contract signing date.
3. Open competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:
· Successful completion as main supplier within the last three (3) years, of at least two (2) contracts each valued at US$ 80,000 (eighty thousand) with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).
· Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three (3) years (2022, 2023 and 2024) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
· Minimum average annual turnover of $ 200,000 (two hundred thousand) calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years.
This document summarizes only a part of the requirements for information to the potential Bidders. Bidders are requested to refer to Section 3 of the Bidding Document for the full range of criteria prior to submitting a bid. If there are any discrepancies between this Invitation for Bid and the Bidding Document, the bidding document shall prevail.

6. To purchase the Bidding Documents in English, eligible Bidders should
· write to the address above requesting the Bidding Documents for GDS-01: Survey and measuring equipment.
The Bidding Documents will be sent by email from pig.hydromet@gmail.com, free of charge, in electronic format.
No liability will be accepted for loss or late delivery.
7. Deliver your bid:

Late bids will not be accepted.
8. Bids will be opened promptly after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend. The Agency for Hydrometeorology of the Committee for Environmental Protection under the Government of the Republic of Tajikistan will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
