Job Title: Project Implementation Group IT Specialist

Location: Dushanbe, Tajikistan

The Republic of Tajikistan has received an additional financing as a Grant proceeds from the Asian Development Bank (Grant No0576-TAJ (SF)) and Green Climate Fund (Grant No0577-TAJ (EF)) with the aim of the implementation of State Investment Project on Water Resources Management in Pyanj River Basin Project (PRB). The Project is intended to increase agricultural productivity in PRB and to improve forecasting efficiency through legal and organizational transformation of Hydromet and improvement of the quality of services regarding the prevention of extreme weather events in PRB and capacity building on effective management of water resources.

The Agency for Hydrometeorology of the Committee for Environmental Protection under the Government of the Republic of Tajikistan is the Executing Agency of the Project.

In order to implement the Project the Executing Agency announces a competition for the position:

Project Implementation Group IT Specialist

The IT Specialist wi1l report to the PIG Director and wi1l work closely with the project team. The specific responsibilities of the IT Specialist includes, but is not limited to, the following tasks:

Duties and Responsibilities:

1.     Support and lead design, installation, and implementation of all IT-related activities including fit-out of core IT system in main office building, flood forecasting activities, and fee-based information services platform for sustainable and efficient operation;

2.     Undertake system design and integration, ensuring compatibility with existing Hydromet systems and use of best practices;

3.     Prepare detailed specifications for system procurement including equipment, civil works, services, and software and support identification and coordination with vendors;

4.     Support and lead system instal1ation, testing, and operation;

5.     Prepare operations manuals for Hydromet staff for sustainable operation and maintenance;

6.     Рrераrе and implement training of Hydromet staff for flood forecasting and warning including training materials;

7.     Oversee and/or lead installation and setting of software in computers and server, including installation of operation system, office applications, antivirus software, software for reserve copying, e-mail, internet, web-server and web-services;

8.     Periodic backup of computers and server;

9.     Oversee and/or lead laying communication links, installation and setting of local network on server and work stations;

10. Provides IT support to all program and administrative staff of PIG;

11. Ensures the normal operation of office equipment and takes measures to repair it;

12. Identifies, troubleshoots and resolves a wide range of technical computer-related problems; and

13. Any other relevant tasks as assigned by the Project Director.

Qualification requirements and evaluation criteria:

·                    A bachelor's degree in computer science or other related fields;

·                    At least 5 years of relevant experience;

·                    Knowledge of administrative system;

·                    Knowledge of Network protocols TCP/IP4, IP6, DHCP, DNS, FTP, HTTP, HTTP, Telnet, and UDP;

·                    Web development CMS (HTML editing, Joomla WordPress etc.);

·                    Social media promotion (Facebook, Twitter, YouTube);

·                    Advanced user of MS Office (Word, Excel, PowerPoint, Outlook), Quicken;

·                    Graphic editing programs (Corel Draw, Photoshop, Video editing soft etc.);

·                    Basic knowledge of Android and OC iPhone;

·                    Proficiency in Tajik and Russian, knowledge of English is an advantage;

·                    Strong project management, organizational and time management skills; and

·                    Excellent problem-solving, analytical and evaluative skills.
