REQUEST FOR EXPRESSION OF INTEREST

Executing Agency: Agency for Hydrometeorology of the Committee for Environmental Protection under the Government of the Republic of Tajikistan

The Government of Tajikistan received a $3.00 million grant from the Japan Fund for Prosperous and Resilient Asia and the Pacific for the implementation of the “Managing Glacier Loss and Water Security Project”. The project will improve Tajikistan’s resilience to glacial loss melt and reduce the vulnerability of natural and social systems to cryosphere glacier-related risks.

In this regard, the Executing Agency invites the qualified specialist to participate in the competition for the vacant position of Chief Procurement Specialist (Terms of Reference)

Minimum Qualification Requirements

1. A Bachelor’s degree, preferably Master’s degree in engineering, economics, business administration, law or related fields is required;

2. At least 8 years of experience as a procurement specialist in a public or private sector institution;

3. At least 5 years working in procurement related function under the ADB, WB, EBRD or other IFIs financed projects;

4. Good knowledge of ADB procurement guidelines is required;

5. Experience in processing contracts (subject to international competition under ADB procedures) in supply of goods and consultancy services is preferable;

6. Knowledge of public procurement procedures of Tajikistan;

7. Excellent working knowledge of relevant IT tools (MS Word and Excel); and

8. Fluency in written and spoken Tajik, Russian, and English is required.
