Terms of Reference for Chief Procurement Specialist

           

A.              Background

The Government of Tajikistan has received a $3.00 million grant from the Japan Fund for Prosperous and Resilient Asia and the Pacific (JFPR) for the implementation of the “Managing Glacier Loss and Water Security Project”. The project will improve Tajikistan’s resilience to glacial loss melt and reduce the vulnerability of natural and social systems to cryosphere glacier-related risks.

The project has three outputs:

(i)       Digital systems for cryosphere monitoring and hazard forecasting established;

(ii)     Cryosphere-related staff are upskilled to operate and to enhance the end-to-end unified data observation, management, and analytical system; and

(iii)    Community-focused early warning system for cryosphere hazards improved.

 

The project is implemented by the Agency for Hydrometeorology of the Committee on Environmental Protection under the Government of the Republic of Tajikistan (Hydromet).  

A project implementation group (PIG) has been established under the supervision of the Hydromet. The PIG is responsible for the overall project implementation, including management, procurement, day-to-day administration, monitoring and reporting.

The estimated implementation period of the project is 3 years from January 2026 to January 2029.

 

B.             Objective of the Assignment

         The objective of the assignment is to ensure that the procurement and contract management activities are carried out in compliance with ADB’s Procurement Policies and Procedures, project financing agreements and applicable local laws and regulations.

 


C.              Responsibilities and Scope of Work 

         The Chief Procurement Specialist will be responsible for preparation and updating Project Procurement Plan, maintain records of all procurement activities and secure all procurement documents. He/she must assist in the coordination, supervision, monitoring and evaluation all project procurement activities in accordance with the Project Administration Manual.

          Her/his activities are expected to include but not be limited to:

(i)Carry out procurement activities for goods and services as specified in the procurement plan in accordance with ADB’s procurement guidelines, with support of project implementation support consultants;

(ii) Prepare/update detailed schedules for procurement of goods and services throughout the project implementation period;

(iii) Ensure that procurement tracking information is well-coordinated with other project planning, project budgeting and other project financial reporting information;

(iv) Prepare procurement documents including requests for quotation, requests for proposals, bidding documents, bid evaluation reports, and draft contracts with support of project implementation support consultants;

(v) Provide support to the tender committees in carrying out public bid openings and draft minutes of these openings;

(vi) Provide support to Project Director for entering into procurement contracts, overseeing delivery, issuing invoices, inspecting/testing procured items, and making payments to suppliers and consultants;

(vii) Establish a monitoring system for overseeing project procurement actions and coordinating necessary approvals or correcting shortcomings in procedures;

(viii)Maintain records/database of all procurements;

(ix)  Communicate through the Project Director information and/or documentation to the Government or ADB for their inspection, obtaining comments for commencement of funding;

(x)  Assist the ADB missions and provide inputs as required;

(xi)  Provide oversight and advise on procurement and contract management; and

(xii) Perform other duties and tasks to support project implementation, as needed.

 


D.             Reporting

The Chief Procurement Specialist will report to the Project Director. He/she will submit reports on a monthly basis in a format acceptable to the Project.

E.              Minimum Qualification Requirements

1.   A Bachelor’s degree, preferably Master’s degree in engineering, economics, business administration, law or related fields is required;

2.   At least 3 years of experience in procurement-related functions under the ADB, WB, EBRD or other development partners;

3.   Good knowledge of ADB procurement guidelines is considered as an advantage;

4.   Excellent working knowledge of relevant IT tools (MS Word and Excel); and

5.   Excellent written and spoken English and Tajik are required. Knowledge of Russian is an advantage.

 

F. Place of Work

The Chief Procurement Specialist will be based in the PIG office in Dushanbe.

 

G. Duration of Assignment

It is expected that the Chief Procurement Specialist will commence to perform the assignment on August __, 2026. The contract will be signed for one year, with the possibility of extension. This assignment is renewable annually based on the specialist’s performance and project needs.

 

H. Payment Terms

Salary is established according to the staffing schedule of the Project under the Hydromet at the established rate in accordance with the Decree of the Government of the Republic of Tajikistan dated July 1, 2025 No. 386.
