The primary objective of this plan is to reduce the vulnerability of the population and the economy to the impacts of climate change and natural disasters such as flooding, droughts, avalanches, and landslides.
The plan focuses on sectors like agriculture, land use, and food security. It aims not only to address the immediate challenges posed by climate change but also to propose measures that stimulate economic growth, eliminate poverty, support rural development, and diversify agricultural production.
