Greenhouse gas (GHG) accounting in the Republic of Tajikistan is an important part of the country's environmental policy and sustainable development. The Republic of Tajikistan, as a developing country with an economy based mainly on agriculture, hydropower and light industry, makes a relatively small contribution to global greenhouse gas emissions.
Tajikistan, as an initiator of global ideas in the field of water and climate, has joined more than 10 international environmental conventions over the years of independence. In particular, the country acceded to the UN Framework Convention on Climate Change on 7 January 1998, ratified the Kyoto Protocol on 21 October 2008 and the Paris Agreement on 22 April 2016.
As part of its commitments to the UN Framework Convention on Climate Change and the Paris Agreement, Tajikistan in 2024 prepared the first biennial transparency report on greenhouse gas accounting for 1990-2022, based on data from the yearbooks of the Statistical Agency under the President of the Republic of Tajikistan.
Greenhouse gas accounting was conducted for five sectors:
· ‘Energy’ (CO2, CH4, N2O);
· ‘Industrial processes and product utilisation’ (CO2, hydrofluorocarbons, perfluorocarbons);
· ‘Agriculture’ (CO2, CH4, N2O);
· ‘Land use, land use change and forestry’ (CO2, N2O);
· ‘Waste’ (CO2, CH4, N2O).
For coordination purposes, the report was submitted to the Ministry of Foreign Affairs of the Republic of Tajikistan, the Ministry of Economic Development and Trade, the Ministry of Agriculture, the Ministry of Transport, the Ministry of Industry and New Technologies, the Ministry of Energy and Water Resources, and the Statistical Agency under the President of the Republic of Tajikistan.
The Committee for Environmental Protection under the Government of the Republic of Tajikistan sent an official request to the Government on the submission of the report to the UN Framework Convention on Climate Change, taking into account the conclusions of all relevant ministries and agencies.
The Government of the Republic of Tajikistan, taking into account the positions of the ministries and agencies, approved the submission of the first biennial transparency report on greenhouse gas accounting for 1990-2022 to the UN Framework Convention on Climate Change.
Thus, the Republic of Tajikistan at the end of December 2024 fulfilled its obligations to the UN Framework Convention on Climate Change and the Paris Agreement.
