During the extraordinary congress of the World Meteorological Organization, UN Secretary General Antonio Guterres stressed the need for immediate and decisive action in the field of early warning of climate and weather emergencies. He emphasized the importance of the implementation of the global initiative "Early Warning for All", launched under the auspices of the United Nations, which aims to provide effective early warning systems to all inhabitants of the planet by 2027.
The Secretary-General pointed out that early warning and forecasting should become integral elements of national climate change adaptation strategies. He noted that early response can significantly reduce human and economic losses, especially in the least protected regions of the world.
In addition, Guterres focused on the efforts of the WMO to develop a global greenhouse gas monitoring system. This initiative is aimed at scientifically based tracking of greenhouse gas emissions and uptake in the atmosphere, which plays a key role in the implementation of the Paris Agreement. He noted the significant contribution of the WMO in support of the United Nations Framework Convention on Climate Change (UNFCCC), including the development of strategic areas of cooperation and strengthening scientific capacity.
Future financing of climate initiatives, including mechanisms to reduce greenhouse gas emissions and strengthen the resilience of vulnerable countries, was also discussed among the priorities. The need to strengthen international solidarity and expand access to climate finance, especially for developing countries, was emphasized.
At the end of his speech, Guterres called on the international community not to limit itself to declarations, but to step up practical efforts to combat the climate crisis. He stressed that science gives clear signals: warming is intensifying, extreme weather events are becoming more frequent, and the window of opportunity to prevent the most catastrophic consequences is rapidly narrowing.
