National process in the cryosphere sector: discussion of key documents and a pilot project on glacier conservation

On 27 November 2025, the second meeting of the Working Group on the development of the National Glacier Conservation Fund, the National Action Plan, and the Subregional Action Plan on the Cryosphere was held in Dushanbe. The event was organized at the initiative of the Agency for Hydrometeorology of the Committee for Environmental Protection under the Government of the Republic of Tajikistan, in cooperation with UNESCO, UNDP, and the Global Environment Facility, within the framework of the project “Enhancing the Resilience of Central Asian Countries through Strengthened Cooperation in Assessing Glacio-Nival Systems and Developing Integrated Approaches to Sustainable Development and Climate Change Adaptation.”

The meeting was attended by representatives of government bodies, scientific institutions, and national experts. Its purpose is to strengthen efforts to preserve glaciers, as well as to develop policies and mechanisms to enhance the country’s climate resilience.

Abdulloev Umarali Saidulloevich, Deputy Director of the Agency for Hydrometeorology, and Larisa Kogutenko, Acting UNESCO Project Manager, delivered welcoming remarks, in which they emphasized the need to coordinate efforts in cryosphere monitoring, introduce innovative methods, and strengthen the scientific foundation.

Specialists from the Agency for Hydrometeorology presented an initiative to establish the National Glacier Conservation Fund. The participants discussed issues related to institutional development, financing mechanisms, and the long-term sustainability of this initiative.

In turn, national and international consultants presented the National Cryosphere Action Plan for 2026–2034, the Subregional Cryosphere Action Plan for Central Asian countries, as well as a Roadmap and the concept of a pilot project.

It is important to note that these documents include key measures aimed at strengthening monitoring, modernizing infrastructure, advancing scientific research, and improving risk management related to cryosphere degradation.
