On May 28–29, 2026, a two-day Impact-Based Forecasting (IBF) training workshop was held at the Agency for Hydrometeorology of the Committee for Environmental Protection under the Government of the Republic of Tajikistan, with broad participation of sectoral and technical specialists.
The event was organized within the framework of fruitful cooperation between the Agency for Hydrometeorology and the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), and aimed to strengthen the technical and professional capacity of national specialists in the field of natural hazard forecasting and disaster risk reduction.
During the training, participants were introduced to modern principles and methods of Impact-Based Forecasting (IBF). It was noted that this system makes it possible not only to forecast hazardous hydrometeorological events themselves, but also to assess their potential impact on the population, infrastructure, agriculture, and other socio-economic sectors. Such an approach is considered one of the key mechanisms for enhancing disaster preparedness and protecting communities from natural hazards.
In addition, during the training, specialists of the Agency studied both the theoretical and practical aspects of the installation, configuration, and use of specialized software for the observation and monitoring of hazardous natural phenomena. Special attention was given to the development of disaster risk and vulnerability maps. Using various sectoral and climate-related data, including hydrometeorological forecasts, seasonal outlooks, and climate change scenarios, the specialists learned methods for analyzing and preparing analytical and informational maps through specialized software applications.
The organization of such training workshops is of great importance for the development of the national early warning system, the enhancement of the professional capacity of sector specialists, and the introduction of modern technologies into hydrometeorological activities. It also contributes to strengthening international cooperation in the fields of climate change adaptation and disaster risk reduction.
